City Utility Services
Water, Sewer and Trash Service
To sign-up for services, please visit City Hall located at 220 E 1st Avenue. You will need to provide your driver's license or other government-issued photo ID, your social security number, a $15 non-refundable account origination fee, and a copy of your lease agreement if you are renting your new home, or proof of purchase if you are purchasing a new home.
- The account origination fee is a $15 non-refundable fee that is assessed when service is established and/or transferred. This applies to all customers changing their service address.
- New service can be started the same day you sign up if you come into the office prior to 11:30 a.m.
- For your convenience, changes in service can be done over the phone after verification of Driver's License and/or SSN. These changes can include mailing address, name change, service termination.
City Hall is open from 7:30 a.m. to 5 p.m. Monday through Thursday and 7:30 a.m. to noon on Friday.

Rates
Treated water is sold for $1.99 per thousand gallons and Raw water is sold for $.25 per 748 gallons.
Sewer rates are $3.83 per thousand gallons treated.
Refuse rates for residents are $18.75 per month.

Paying Your Bill
Automatic Payments- If you would like to pay your monthly bill with an automatic deduction from your bank account, please call (316) 321-9100 and ask to be signed up! If you prefer to pay by credit card you can register online.
On-line- visit the online payment website and look for water bill icon.

“Get My Meter Info” offers a web portal, as well as an app for your phone, allowing you to access your water usage summary, including monthly water usage history; as well as several specific sections such as usage data, weather data and notification history.
Usage Data shows your water consumption, offering details for a specific period with hourly, daily and monthly view options).
Notifications allow you to select which notifications you would like to receive such as leak alerts, abnormal usage alerts and more.
To register through the website, visit https://portal.eldoks.gov. To establish the account, enter “City of El Dorado” as the utility name and your utility account number as it appears on your bill. Follow these instructions.
You also can download the My Meter Info app through the App Store or Google Play. Your mobile app must be linked to your web account, so you must first access your account via the web portal and click the mobile device icon to initiation the pairing process. Once you load the app, open the app and scan the QR code on the website to link your mobile device with your account.
The billing cycle will run from the first of the month to the end of the month. Customers will be billed on the 15th of each month, with bills due the 15th of the following month. Penalty and turn-off dates will be shown on the bill.
Penalties and Shut Offs
Payments received after the due date will be assessed a 5% penalty.
Payments not received ten days after the penalty has been assessed will result in the disconnection of water service. A $50 turn off fee will be assessed to the account and must be paid prior to reinstatement.
If you are unable to pay your water bill, please call the office at 316-321-9100 and make arrangements for payment. Accounts that have current arrangements are exempt from disconnection.
Commercial Rates
Treated water is sold for $1.99 per thousand gallons for the first 224,400 gallons used. After the price drops to $1.92 per thousand gallons used. For outside city customer the rates for water usage is $3.50 per thousand gallons for the first 224,400 gallons then the price drops to $3.37 per thousand gallons.
Sewer rates are charged at $3.83 per thousand gallons for inside city customers this price is increased to $5.73 per thousand gallons treated for outside city customers.

Winter Averaging for Sewer Rates
Most cities base sewer rates on an average of wintertime water usage. The reason for using a "wintertime average" is that for most people, the water you use in the winter all goes down the drain into the sewer system. Most people don't water their yards during winter months, so this method reasonably assures that you are only charged for what goes down the drain and has to be treated or "reclaimed" before going back into the Walnut River.
Our billing department uses an average of December, January and February's water usage to calculate your sewer rates for the rest of the year. So, if you are conservative in your water usage during these months, it can reduce your sewer charges for the rest of the year. Here's an example of how it's calculated:
6432.80 gallons in December
5834.40 gallons in January
+ 5984.00 gallons in February
= 6083.73 gallons average
The sewer rate is $3.72/1,000 gallons plus a $12.87 Readiness to Serve Charge. To figure your sewer charge, multiply your average, 6083.73, by .00372. This equals $22.63, add the $12.87 readiness to serve fee and your sewer charge would be $35.50. This would be the charge you see on your bill the rest of the year. First time customers are assigned an average of 5,610 gallons based on the City's overall average, customers may apply for a change to this average after establishing a full three month's usage with which we may use to base the new average.

Notice to customers who pay online:
Due to the timing of the new utility billing schedule, users who sign up for online credit card draft or change the date of their credit card draft may see one charge that covers two months – the previous month that is now due and the current month that won’t be due until the next month. This occurs if you choose to pay on a date that is after the monthly “due date” (the 15th of every month) because by then the next bill is already in the system so the credit card processor will see the total of both bills when creating the draft. This should only occur on the first payment on a new account paid by credit card draft or a draft date change, then you will just be paying the most recent bill. To avoid paying two months on the first payment, when you sign up your credit card, please select a payment date on the due date or earlier.
