East Central Mill and Overlay (Jones to Haverhill)

2026 CCLIP Application Map-Model 1Beginning in October 2025, the City of El Dorado will begin roadway improvements on Central Avenue from Jones Street to Haverhill Road. The project includes milling, resurfacing, updated pavement markings, and drainage improvements designed to extend the life of the pavement. 

This project was prioritized in the City’s Pavement Management Plan due to its deteriorating surface condition, high traffic volumes and strategic location within the network. These improvements will restore structural integrity, improve safety, reduce long-term maintenance needs and extend pavement service life by 12–15 years.

Project Funding: This project is funded in part by a Kansas Department of Transportation CCLIP-SP (Connecting Link Surface Preservation) grant for $400,000, with city's portion of 10 percent funded with sales tax dollars.



  1. Traffic Impacts

August 4, 2025 - The City Commission approved the low bid from APAC-Kansas in the amount of $488,519.41.

October 2025 - Work began on the repaving of Central Avenue from Jones to Haverhill

October 31, 2025 - Underdrains at Central & Haverhill are complete and functioning, and storm sewer work on the manhole structures will be completed.

November 3, 2025 - It is anticipated milling will begin on the outside lanes from Jones to Haverhill, with the outside lanes in both directions being closed. APAC will begin paving on Nov. 4.
