Transportation Master Plan
The City recognized the need for a comprehensive Transportation Master Plan to address current and future needs of roadways, industrial development and pedestrian infrastructure.
The City of El Dorado’s Traffic Master Plan project will result in a comprehensive Traffic Master Plan that aligns with the City’s Comprehensive Plan. The Plan will convey the transportation-related needs in El Dorado including a narrative explaining why the investments and strategic actions are important for a desirable transportation future in El Dorado.

2022 - Discussions begin among City staff about the need for a comprehensive Transportation Master Plan
January 2023 - City Manager recommends moving forward with a Request for Qualifications to select a consultant for a transportation master plan
Feb. 15, 2023 - City Commission holds a work session on the Transportation Master Plan
July 12, 2023 - At the Commission work session, staff proposed entering into an agreement with JEO Consulting for $194,420. The plan is estimated to take twelve months to complete.
July 17, 2023 - The Commission approved a professional services agreement with JEO Consulting for transportation planning services
August 2023 - Project kick-off and data collection begins by JEO Consulting
Oct. 26, 2023 - JEO Consulting presents its progress on the plan to the Planning Commission
Nov. 1, 2023 - JEO Consulting presents its progress on the plan to the City Commission during a work session. They asked the Commission for input on goals for the plan in regard to traffic movement and provided a plan for the project schedule. They also began seeking stakeholder input in November.
November 2023 - Now seeking stakeholder input
December 2023-February 2024 - Data analysis and forecasting
January 30, 2024 - An open house for public input for the Transportation Master Plan was held from 4:30 to 6:30 p.m. at the Civic Center.
January-March 2024 - Public/stakeholder engagement, including city, the public and key stakeholders
March 31, 2024 - Public survey closed
March - May 2024 - Draft plan development underway
September 2024 - Transportation Plan completed by JEO Consulting.
October 2024 - Commission discussed the plan at their work session

Transportation Master Plan underway by JEO Consulting
December 2023 - In 2022, the City recognized the need for a comprehensive Transportation Master Plan to address current and future needs of roadways, industrial development and pedestrian infrastructure.
The goal of the plan is to facilitate safe and efficient movement of traffic, as well as improving multi-modal options and safe, efficient multi-modal student transportation, looking at the next 25 years in El Dorado. Key goals include enhancing mobility, improving safety, supporting economic development and being sustainable.
In January of this year, the City moved forward with Requests for Qualifications to select a consultant to complete the master plan. In July, the City Commission approved entering into an agreement with JEO Consulting for $194,420. They estimate it will take 12 months to complete the plan.
JEO Consulting kicked off the project and data collection in August, making a presentation of its progress to the Planning Commission in October and a presentation to the City Commission in November. During the November work session, JEO asked the Commission for input on goals for the plan in regard to traffic movement and provided a plan for the project schedule. They also began seeking stakeholder input in November.
The next step will be to develop performance measures, alternative evaluations, project recommendations and funding opportunities.
